I don't get this argument either.

The assumption that Michigan has improved significantly while Utah has remained static is silly. Michigan has definitely improved, but they have also played a bad Oregon State team, a really bad UNLV team, a BYU team that looked completely unprepared and a very mediocre Maryland team.
