Punt Returner is one position where a coach should have experience. When to

call a fair catch, how to feel the on coming coverage, how to read and gage the punt as soon as the ball comes off the kickers foot. Coach the returner on how to make the first man miss. I wonder how much work the team does with special teams, how much time other than just catching punts from a Juggs Machine is spent setting up returns.

I don't think that is a Hanneman issue, but rather a coaching issue.
