no, here's the deal.... they call targeting and there has to be indisputable
video evidence to overturn the call... However, in a court of law, the prosecution has to prove beyond a shadow of a doubt. So, if it's in doubt that someone committed a crime, they are supposed to give a verdict of "not guilty". But if a football player is accused of targeting, if there's a shadow of a doubt then the play stands as called. It's contrary to how justice is supposed to work. If you're going to eject a player, there needs to be incontrovertible evidence that the player targeted. Takitaki's hit was very much in the shadow of a doubt range.
