Where would you send your kid: Utah State or ASU?

A guy I know has a son who is a senior in HS. Doesn't have the grades for BYU. Is considering ASU for its in-state tuition and various programs. Also considering Utah State.

One factor is the LDS equation. ASU has a large institute but Ut State is obviously more LDS.

Not sure why they aren't looking at Arizona and UU.
