There are a bunch of things
but the #1 thing is whether the player has the measurables to get into the NFL. BYU gets a lot of players with average measurables for the college level, but has other traits that make them productive in college. Examples are Cody Hoffman and Terenn Houk.

There is an article about Baylor's defensive end, Oakman, who is pretty average at playing football. However, his physical traits mean that he's a first round pick.

The NFL scouts look at both production and upside. If the athleticism isn't there to translate at the pro level, then scouts will pass.
