The ESPN article said BYU
Proposing that ND and BYU petition the NCAA to allow them to play a 13th game on CCG weekend. I think it was assumed all independents, but lets be honest, it would come down to BYU and Notre Dame unless some other big programs went independent (looking at you Texas).
