Tijuana has 6 stakes, but the temple will serve the following 10 stakes:
Ensenada Mexico Stake
Mexicali Mexico Stake
Mexicali Mexico Los Pinos Stake
San Luis Río Colorado Mexico Stake
Tijuana Mexico Stake
Tijuana Mexico Central Stake
Tijuana Mexico Florido Stake
Tijuana Mexico Insurgentes Stake
Tijuana Mexico La Mesa Stake
Tijuana Mexico Otay Stake
As of right now, the closest temple to Tijuana within Mexico is in Hermosillo, which is about a 12 hour drive. So for those that don't have the paperwork necessary to cross over and attend the San Diego temple, it was a pretty significant trip to attend the temple.
