RE: Bronco has a much bigger pool than Lavell. When he was head coach
Bronco has a larger pool from which to recruit based on the overall church membership: most of the church's growth has been outside of the US where football means soccer. But I will give you that the Church has also grown within the US. However, keep in mind that the trend for several years has been for the youth to turn to soccer vs. football, baseball, and even soccer. Not every member of the Church's young men program is going to play football. Not all will have the grades, skills, or desire to attend BYU.

Lavell had to contend with Blacks and the Priesthood...sorry but these issues still exist. Recruits are still told they can't speak to women at BYU, the church dislikes African-Americans, they will be forced to leave because the cultural dis not a fit, etc. I would say the 70's having been there and played for a living during those years it was difficult but not overwhelming. Social media and peer pressure is not to be overlooked. It took strong individuals in the 70's to come to BYU and it still takes strong individuals to come to BYU.

Keep in mind the revelation was received in the spring of 1977.

With respect to scholarships: I am shocked to learn that Lavell had the same number of scholarships as the rest of the country - wow! And to learn that Bronco has the same as everyone else today. Thank you for enlightening me. Now with that revelation let's discuss it. Believe me, it is a huge issue! As a former athlete at all levels, I saw first hand how depth can and is impacted through missions and unexpected injuries or teammates just quitting to pursue other endeavors (predominately injury or departures). Having 20 players leave each year to serve missions and having 10 less scholarships creates 1 1/2 years in depth issues. Lavell had roughly five serve out of each class and with 10 additional scholarships depth was not as big of an issue.

Perhaps you have played at top levels, if you have I am surprised as to your response and not realizing the trials BYU faces today vs. the 70's and 80's.
