Vegas Bowl does want the matchup. But they don't think they'll get it. And for

the record, Utah doesn't have to lose to Colorado for it to happen. Losing just makes them look less attractive to the bowls ahead of the Vegas Bowl. Utah could still win and the other bowls choose other teams. It's just not all that likely the other bowls pass on Utah especially if they happen to be ranked.
