they are just speculating.
It doesn't look very good--you would think that Collette wouldn't bail on USU when he did if he didn't think he had somewhere to land already lined up. But even though that's how it looks, that's not evidence of wrong doing. It is possible that Collette had a quiet promise of a scholarship from Utah (which would be an NCAA violation), but it is also possible that Collette, under delusions of grandeur, just assumed that he did without any encouragement at all from the Utes.
If they can pin anything on Utah, that would be huge.
(Btw, I have also heard, outside of CB, that Collette is headed to Utah, but again, that doesn't necessarily mean that Utah did anything wrong.)
