If I understand the PAC-12 rules, it is really all about the Foster Farms Bowl ...
If WSU wins the Apple Cup, Foster Farms is left with two unappealing choices in my opinion. They get small school WSU or remote school Utah ... neither of which is really what they want. They want a California school.
If the Conference is willing to move team around to get matchups like the Holy War in Sin City (which I agree would be marketable), they have play games with the rules for the Foster Farms bowl, and give the Foster Farms Bowl what they really want ... the USC/UCLA loser."
