Bottom line: WSU loss allows USC/UCLA loser to "jump" Utah in bowl pecking order
Foster COULD take USC/UCLA loser. Sun then COULD take WSU or Utah, leaving open the possibility Utah to go to Vegas. But, as others have stated, there are stipulations that allow teams to avoid repeat bowl appearances...if it's agreed that's in the best interest of parties involved.
