The reason for recruiting whiffs on offense have been because the coaches he hired were given more control and trust than they deserved. Those coaches were some combination of inept or lazy or inexperienced. The new coaches are still undoing some of the damage done by the previous offensive coaching staff.

We also know that the defense falls apart when Bronco isn't there. That's why Bronco's coaching tree hasn't grown. There is nobody that has the combination of experience, work ethic, and capacity to get things done the right way. There might be a couple coaches now (2J, Anae, and Hill). Before them, it was just one mediocre coach after the next.
