Looking at BYUFam1's post (linked), the Bowls have some constraints, but get to choose teams from a small pool.

If the top 5 teams are Standford, Oregon, USC, Utah, and UCLA (not necessarily in that order), who would be chosen?

Rose has to take Standford/USC winner (assuming no playoff spot)

Alamo wants eyeballs. So I think they take Oregon or Standford/USC loser.

Holiday - Hard to imagine them passing up a California team if available UCLA, USC, or Standford.

Foster farms (San Fran) - Gets to choose from WSU, Utah, and one of those other teams (USC/LA or Oregon) (I don't think Stanford drops this low) I think USC/LA or Oregon is more attractive than Utah or WSU.

Sun Bowl: Utah or WSU - If I were them I'd choose the Utes, for fan proximity and because Utes had a fair amount of pub this year.

Las Vegas: WSU.

I can't imagine a scenario where Wazzu is not the last team available. Anyone care to disagree?
