Um, ESPN won't be the the ones that "allow the LHN to become the B12 network"
That will be up to Texas. ESPN would LOVE to get rid of the LHN, they are losing money on it. I'd say Texas has the biggest say as to whether BYU gets in the B12, not ESPN.
