CU went first because Baylor was pressuring Texas and the PAC to include them and remove Colorado. The thought was that if CU went first then that would take away the Baylor argument and allow Texas cover to move over w/ the TTU, OU, and OSU. A&M was always an issue as they wanted to go to the SEC not PAC.
