clearly the best according to the criteria Bowlsby mentioned. He talked about growth potential, which to me speaks more to growth of TV market, fan base, etc., and BYU is already close to it's ceiling--not much room for growth. As I've speculated before, give some of those other schools more money and status, their ceilings are arguably higher than BYU given recruiting restrictions, geography, and other limitations for BYU. It will just some time. I'm not saying that that is necessarily accurate, but it is a reasonable assessment people can conclude.
