There isn't any "risk" of initially planning to redshirt a backup QB. If the starter gets injured, you simply put in the backup QB and then his redshirt goes out the window. It's not like you have to decide ahead of time to put a player on a redshirt list that then makes him ineligible to play for the rest of the year.
