As far as I know, it's not sold there but BYU isn't a prison.
Utah is a commuter school that has almost no campus life because no one lives there. BYU is the oppositte. Students actually live there instead of mom and dad's house.
Regardless, students are allowed to shop off campus.
BYU has some crazy rules but prohibiting the purchase of Dr. Pepper isn't one of them.
