What does that mean? BYU has to step up?

What more can be done? I assume that the AD has already put forth the most compelling case they can. Does this tweet mean that BYU needs to come with concessions to sweeten the deal for the league? If so they aren't playing for keeps and the Big 12 will continue in its state of dysfunction.
