In practice, I think they are different.
I think BYU could change its policy language to be more like ND and BU. But I think BYU would draw more attention because it seems to be more likely to actually enforce morality provisions of Honor Code.
I really don't know what happens to a BU athlete who gets his girlfriend pregnant, for instance. I imagine that has happened. . . but I've never heard about it. Meanwhile, at BYU. . .
