Once the infrastructure is in place, it would be foolish to abandon it
Once you've paid the heavy fixed costs for a project, the project then pays off over the lifetime of that investment. To abandon it shortly after the fixed costs have been paid would be foolish. It's possible they could sell it to another provider, but stopping expansion is different than ending service. My $0.02.
