They aren't shutting down, just aren't doing any more expanding temporarily
It appears they've found a new technology they are wanting to try out, and have put expansion on hold until the new technology is ready. If I understand correctly, it gives the same GB speeds but would be wireless, rather than wired, meaning they will not longer need workers to lay cable in the new Fiber cities.
