Cougars don't party. Don't get drunk (besides the few of us) and lose everything at the tables... don't get lost on Bourbon Street until 6am... don't well... do a lot of stuff that other people do when drinking.
Vegas loves us... but they also kind of don't. We fill seats, not casinos (or tourism board requirements).
With that said... if there was a .99 Bowl in Pleasantville with a giant payout and a P5 team crawling to attend... we'd be the top choice.
Bowls are about tourism, and we just don't spend a lot of money. We stay with family, we find all of the restaurants where kids eat free, and spend the hours where others are racking up local taxes in the Holiday Inn hot tub (and we invited our entire extended family to the Holiday Inn hot tub and the water smelled like pee and diapers for the entire next week).
I'm a cougar for life, but I also understand economics of bowls - and for the above and more - BYU is always an odd fit.
