Stop eating out. Problem number 1 is eating out. Number 2 is not lifting and only doing cardio to lose weight. Sure it'll help but it won't do a lot of good if you're weezing up and down a treadmill. So lift weights.
Anyway, back to your topic. Eating out is terrible for weight loss. You can plan a couple cheat meals but you should be focusing on hitting macros with a calorie goal. If you're going to eat out and it's not a cheat meal (IE pizza, a burger, etc.) then there are plenty of places that will have an under 600 calorie menu or marking to indicate the meal is not high in calories. But just because something is low-cal doesn't mean it's healthy (candy bars, donuts, etc can fit a calorie goal but are terrible for you). You should be focusing on getting carbs from grains, fruits, and veggies (that aren't coated in butter); protein from fish, chicken, turkey, and red meat on occasion; and then getting some fats from nuts or an avocado.
Anyway, none of this will do you good if you don't make a lifestyle change and stop eating out (foods are usually loaded in fats and sodium) and start lifting.
