No, you are missing the point. I'm saying removing the ability to pay
for anything BUT healthcare, like an FSA. I know full well people will use loopholes to pay if they can. In addition, the current EIC doesn't prevent anything. You can spend it on ANYTHING and it's cash. I am also not saying to add any extra incentives, just convert the already completely worthless (to the government) EIC and cover medical costs with it.
