While the refs were bad, BYU was still doing what they wanted. I think Rose feared that getting a technical might hurt both the flow (the refs were allowing a lot of banging) as well as putting BYU into a bigger hole. It could be argued that Fews T directly led to Gonzaga losing the game, though he may well have been attempting to fire up his team (even if it didn't work).
