When Utah's homelessness is mentioned it sometimes lacks context.
Unfortunately the Bloomberg article left out the context.
Utah managed to decrease to nearly non-existent, the population of 'chronic' homelessness. Chronic meaning the person is on the streets long term. The percentage of chronic as part of the whole was only 10%(if I remember right) .
