I would definitely not put Hall over Detmer, McMahon, or Bosco. But if you look at college only, is Hall > Young? Steve Young's legendary status is well deserved based on his college career, but it is bigger because of what he accomplished after BYU. Max is the winningest QB ever at BYU. If we went off of college only, I would put Max above Steve.
