I would send my neighbor an invoice for 1/2 the cost of an 8 foot block wall.

You could also distribute a flyer in the neighborhood for one of those 55+ communities.

I wouldn't do a single thing to stop my family from making noise in the backyard until 10 pm. The neighbor could actually solve their own problem. I place a pillow over my ear and lay on my side when my wife gets up at 4:45. I sleep fine until 7.
