Too many incentives for them to stay on the rez. We have really hurt them by....

..."helping" them. We would get a lot of Liberal east coast teachers coming out for their first teaching gig. To them it was a great opportunity to help out with the problems of the youth. You could see these teachers start with so much optimism, and then, reality would kick in.
