It's the crab effect. Everyone is "comfortable" living off of government subsidies so why leave and try to make a difference when there is no guarantee of success and if you leave you lose out on many freebies.

Mentoring goes a long way. Show those who want to leave but don't know how the process and how they can return and help make their reservations better places for their people.
