Most of Court's were before the "Open Era."
The Grand Slams weren't standardized and open for worldwide competition. Most of Court's titles were in the Australian Open.
So for better direct comparison, they use the Open Era as a truer evaluation. All players had access to all the Slams, and they created a standardized rankings system worldwide.
