My understanding is that most concussions are from elbows, head to ground and ..
head to head contact. Not from head to ball injuries. Rule changes to reduce the likelihood and severity of head to head and head to elbow collisions could go a long ways to reducing head injuries, I suspect. I'm not sure what to do about head to ground injuries.
