Luke had an elite ability to get to the edge, and he played one season against a mediocre schedule in an offense that was basically designed to take advantage of that elite skill. It was a perfect storm.
Jamaal and Harvey lacked that elite skill, the flashiest of all RB skills, but they were more physical, durable, and complete players.
Ranking them comes down to preferences (do you weigh one elite skill and the rest average or worse above every skill solid or better, but none truly elite?) and fanboy nostalgia.
