For kids in those schools, you have to play on private travel teams if you want to play and school ball doesn't start until high school. I think the cost of funding a team is probably the bigger reason for not having one (pads, coaches, travel, etc.), but I can see liability as an area that will soon start driving the decisions as well. All it takes is one good lawsuit and school districts' legal counsel will tell schools to dump the teams.
