it's that they aren't getting them. I consistently see a bunch of undersized, speed guys signing at schools like Toledo and Western Michigan....even Wyoming...... and the story is typically the same: unrecruited, lightly recruited, chip on their shoulder, etc. Guys are out there, there just needs to be a better job done of identifying and signing.
