NOT true. Most concussions in soccer are NOT caused by heading the ball.
I've played soccer for 33 years and have NEVER had a concussion heading the ball. The one single concussion I did get was not even during an actual game. I was dribbling the ball on the grass after a game and somehow stepped on the ball and rolled off it.

The issue in question regarding heading a soccer ball is whether repeated heading is cumulative over time with respect to SUB-CONCUSSIVE events. Much different.
