If it's a slow day, the mods may be more apt to "flag for edits". If you are posting during a high-tension time like
a BYU loss or during the heated "political rant/topic of the day", you increase your chances of being penalized.
Doing the editing process takes a bit of time, and if the poster is going to engage in the same topic in 20 minutes and you have to do it all over again? Ain't nobody ain't got time for that. Take him off the board for an hour or more and it makes everyone's life easier.
It may sound inconsistent, but it's simple logistics, really.

Flagged is used for inadvertant things like typos. Deletions/warnings/suspensions are used for more willful/repeat
