what causes a post to be flagged for editing vs simply deleted and the poster

Flagged is used for inadvertant things like typos. Deletions/warnings/suspensions are used for more willful/repeat

One more thing: someone who has the same issues repeatedly with posts won't often get the benefit of a redo.

And another: unacceptable posts in restricted categories are less likely to get flagged and will be deleted.
