They are free to draft their own legislation that anyone can follow.
The cost of attendance stipend is an example of this. The P5 passed the legislation and BYU is following it.

I agree that it’s about power though, no argument there. And really that power isn’t held by the P5 but by a select 15-20 schools within the P5. Kansas has no say in the B12. Texas and OU do. Kansas is merely a groupie that shares in the spoils.
