The HCO is not at all what the media makes it out to be. I'm guessing you are

basing your "witch hunt" comment on only the famous athlete publicly debated cases. Most of those cases, the reporting is only on the tail end of a long ongoing process that has been going on for a long time.

The HCO suspends kids as pretty much a last resort. From the cases I have seen, the HCO office does exactly what you are asking them to do.
