The difference between BYU and other schools is the vetting process
Any other school just needs approval from the school president. In BYU's case they need the Board of Trustees as well and because BYU represents a church they don't just hire anyone. Also it looks like LSU leaked this not BYU because BYU's vetting process was taking so long.
