Maybe I'm misunderstanding, but it sounds like she is talking about sellers trying to shift some of the cost of selling to the buyer. Traditionally, the buyer pays the seller for the house, and out of those proceeds go any fees (whether realtor, lawyer, etc.). It sounds like she is talking about the sellers refusing to pay the portion of the fees that would go to the buyer's agent. Ultimately, the agents would still get paid, only the buyer ends up having an extra expense. I don't think that this commentary is directly saying anything other than the sellers are asking the buyers to do too much. An important consideration when considering housing is at almost its peak unaffordability.
