This is a legit way to build muscle. But it depends on how they are training.
Recovery is only required if you are maxing out the muscle past a certain point.

This is one of the differences between Russia training and American training. In America, we go to failure way more. Certain kinds of Russian training you do not. You do less reps on a given day, but more reps in total per week.
