Rose was CLEARLY a better HC than Cleve. I was among the many fans who realized that — with very found memories — after only a few games into Rose's first season at the helm. As for trying to open up recruiting beyond BYU's base, though — Cleve clearly tried to stretch that way quite a bit more than Rose ever did.
That was the ONLY point that I ever made about Cleveland (& I didn't think I was doing it at coach Rose's expense; I think I made it clear I meant in all of BYU's history prior to Cleve — & onward to Pope).
