In vacation and urban areas vacation rentals are highly used.
Utilization is a measure of a good use.
One condo building I lived in over half the units only lightly occupied.
Some city's like 2nd homes because they pay tax and use limited school and other services.
A family home uses school and services heavily. Families may have more city resources if they encourage Airbnb and 2nd homes.
