The problem is there really are no other routes at point of the mountain.
Going up and over Suncrest isn't any faster and too far out of the way. Redwood Road is already always busy as well as the primary alternate. The two frontage roads on both sides of I15 just aren't big enough to handle any amount of traffic.

The state is too blame. They had a golden opportunity several years ago to build a highway with no stoplights off i-15
