No you said it is 3 steps and so only legal under the NBA rulebook.
I’m saying it’s only two steps (assuming away the gather, because I agree that the NBA has changed that rule) and legal at every level for decades. NBA doesn’t have a special 3 step rule that makes this legal. The last step has just never counted as a step
