The people who write for them aren't doing it to make a living, is the answer.
They're doing it because they did half the work already and were shot down by higher paying markets. Or they're trying to build a resume to get better gigs, both writing and otherwise. If you write and publish on a subject you become an expert and you can turn that into speaking jobs, book contracts, paid punditry, and other things.

The .07 that you collect per word with a poor paying market is kind of a loss leader.
